The Commonwealth of Virginia has a commitment to maximizing the participation of its citizens in the vast array of commercial opportunities in state procurement. All state agencies are required to monitor the use of Virginia Department of Minority Business Enterprise (DMBE) certified small business participation in its procurement process. All potential bidders are required to complete Section A, B, or C of the Small Business Subcontracting Plan (Attachment **) to ensure DMBE certified small business participation. Failure to complete Section A, B or C shall result in your bid being declared non-responsive. A Bidder's response of not applicable or N/A in Section C of the Small Business Subcontracting Plan will result in the bid being declared non-responsive if the Bidder is not a DMBE-certified small business and does not plan to subcontract part of the work to a DMBE-certified small business.
