Contractor Leadership Committee

The Contractor Leadership Committee (CLC) of the Virginia Transportation Construction Alliance (VTCA) is committed to representing the unique interests of the Contractor Membership category of the Alliance through authority granted by the VTCA Board of Directors.

The CLC shall represent and advance the interests of all contractor members through its own meetings and through liaison with the VTCA Board of Directors. The CLC shall advance the interests of its members and the Alliance by promoting open communication between the Contractor Membership and all other membership groups within VTCA. The CLC promotes open communication and cooperation with government agencies and establishes policy for the Contractor members within the best interests of VTCA.

Joint Highway Cooperative Committee

Understanding the value and power of working together toward a common objective the Joint Highway Cooperative Committee (JHCC) was established by VTCA and VDOT over 50 years ago.  The standing committee of key VTCA and VDOT representatives is designed to discuss and resolve issues ensuring the delivery of an effective quality transportation system.  Aiding the JHCC in this mission are several subcommittees who bring expertise to specific areas of the transportation program.  Through regular committee and subcommittee actions, the JHCC works to improve technical, administrative and operational operations across all aspects of the transportation construction industry.

Mission:

  • Maintain and promote open communication and cooperation within the Construction Industry.
  • Develop a transportation system that exemplifies the highest standards of quality, safety and  environmental sensitivity.
  • Ensure best value is received from the investment of public dollars.
  • Promote the utilization of innovation and technology to design, construct, maintain and operate transportation facilities.
  • Joint development of specifications that mutually benefit our Industry.
  • Treat each other with highly ethical morals and values.
  • Achieve and maintain excellence in the Construction Industry within a partnering environment.

Committee Scope
  • Reviews proposed changes and, upon request, initiates new changes to section 100 items, Construction Division Memorandum, and department policy and procedures not directly dealing with the physical elements of construction or maintenance.
  • Develops and enhances specifications relative to contract administration
  • Serves as a portal for industry and VDOT to introduce new contracting and procurement methods for construction and maintenance
  • Provides guidance and insight into alternative contracting methods, including design-build, lane rental, incentives/disincentives, and asset management.

  • Provides input to design procedures on VDOT and consultant designed plans with emphasis on procedures and policies that enhance the constructability and efficiency of the design plans
  • Emphasizes procedures and policies enhancing the constructability, clarity and efficiency of design plans
  • Identifies and develops enhancements to VDOT’s project delivery methods and business procedures
  • Provides input on the Roadway Design Manual, Road and Bridge Standards, Instructional and Information Memorandums
  • Provides feedback regarding design technologies
  • Provides guidance to enhance environmental compliance through efficient and constructable designs
  • Ensures that design policies and procedures reflect new construction and maintenance methods, procedures, materials, as well as means and methods specifications.

  • Focuses on development, refinement and enhancement of specification section 400
  • Addresses technical criteria and contractual issues related to the construction of bridges, retaining walls, and drainage structures having an opening of 36” or larger.
  • Reviews proposed changes to bridge specifications arising from lessons learned and the development of new materials and construction technologies.
  • Provides input and guidance on environmental compliance and procedural issues specific to structures and bridge construction
