Our History: In 1943 a small group of forward-thinking road builders founded the Virginia Road Builders Association to promote the development of the Commonwealth’s road and highway network.  In 1979, our name was expanded to include “transportation” as we began to represent a wider constituency.  Today, VTCA represents over 350 organizations.  We are one of the largest state chapters of the American Road and Transportation Builders Association.  On January 1, 2005 VRTBA merged with Virginia Aggregates Association to become the Virginia Transportation Construction Alliance.

Our Mission:

To maintain and promote open communication between the industry and the Virginia Department of Transportation.  To solve problems, meet challenges and create innovative programs that will keep Virginia moving forward.
To provide pertinent education and the most current information to the industry.  A variety of conferences, workshops, seminars and special events are offered.
To protect and enhance transportation revenues through an active legislative program.  To promote public and legislative awareness of the advantages of a progressive transportation system.

 Our Services:

Two civil engineers on the VTCA staff work closely with the Virginia Department of Transportation to ensure that the industry has input on programs and policies such as spec changes, operational policies and administrative processes.
Working closely with members of the Virginia General Assembly, VTCA's government affairs staff keeps transportation on the legislative radar screen.  We promote responsible investment in transportation and we monitor transportation and general business legislation.  We are a respected presence in Richmond, and we are represented in Washington by the American Road and Transportation Builders Association.
Extensive technical and managerial training is offered through our educational programs.   Many classes are conducted jointly with VDOT, promoting interaction with our state partners.

The Industry Training Seminar and the Contractor/Engineer Conference attract over 400 professionals working together to solve problems and promote quality.

Member-to-member relationships are facilitated through our Annual and Winter Meetings and the Consultant Forum.
The Joint Highway Cooperative Committee and its subcommittees work to create solutions to industry issues.
VTCA-endorsed insurance programs are tailored to your needs and priced to fit your budget.  Unsurpassed service is our goal.

Our Scholarships: The Association awards two annual scholarships of $2,500 to deserving students who have a parent employed by a member company.  The scholarship program is an initiative of the VTCA Associate membership.

Membership: Membership is open to any company with an interest in the state’s transportation construction industry.  In addition to contractors and subcontractors, the suppliers of materials and services are important members of the Association.  The engineering consulting community rounds out the membership as an integral player in the industry.  All three classes of members are represented on the Board of Directors.  Members agree to uphold the ethical standards of the Association and its bylaws.
